9:48 a.m. Update:

From the National Weather Service For NORTHERN VIRGINIA - Snow will fall today, very heavy at times with near zero visibilities and wind gusts up to 45 to 55 mph. That combined with wind chills 5 to 15 degrees will produce extraordinarily life threatening conditions for those who attempt travel and become disabled on roadside. Large scale power outages will also likely become an increasing public safety issue. Several more inches of snow are expected today, with total accumulations in the 5 to 12 inch range, highest near the D.C. area.
